Three Waters National Transition Unit

Three waters reform - it’s a hot topic at present.

The nation’s three waters infrastructure has never seen as much media and political attention as it has in the past 12 months.

Regardless of the wide range of views on the nature of the reforms, it’s fair to say that we’ll be seeing significant changes to the structure and delivery of 3 Waters before the next national election.

Rationale have been working with our clients for the past three years to help them understand and prepare for three waters reform. We’ve seen a number of phases to the process, but what is now crystal clear is that wholesale change is just around the corner.

The transition period is going to cause a significant amount of uncertainty and upheaval across the local government space. This is something we’ve been working hard on to bring a bit of clarity to the situation and help our clients understand what the way forward might look like.

To that end, we are delighted to have confirmation from the Department of Internal Affairs (DIA) that Rationale have been selected to assist the Three Waters National Transitioning Unit (NTU) and Local Transitioning Teams (LTTs) with their service demands.

Rationale has been successful in joining this panel in the following areas:

Subject Expertise and facilitation across water services

  • Asset Management

Project Management

  • Senior Project Managers
  • Project Managers
  • Assistant Project Managers

Council Water services functions - support/backfill provided to cover council function/roles

  • Asset Management
  • Contract Management

This panel has been set up by DIA to allow us it to create an effective transition team which will help council staff to participate in the creation of the Water Service Entities, whilst maintaining the delivery of water services to communities.

As part of this panel, we will be able to continue to work with our clients on the 3 Waters transition process and we’ll have a good overview of the work happening at a national level.

The public sector is becoming increasingly complex, with 3 Waters just one of a number of significant reforms being signalled by central government. There is a growing need for integrated thinking, multi-skilled teams and an ability to bring people together to work towards a common goal.

Rationale is nationally regarded as trusted advisors and innovators within New Zealand's public sector. We work with our clients to shape investment, develop strategy, and tell stories, while ensuring all our work is backed up by evidence and analysis. We aim to see our projects implemented, ensuring they make a difference to the communities we work within.

We’re always keen for a discussion – please let us know if you think we can help.
